Litvinenko's claims were underpinned by a detailed recounting of the KGB's long history of engaging in terrorism as a tool of political maneuvering. He detailed how the KGB's special department trained terrorists from across the world, preparing agents who would go on to orchestrate a range of atrocities. The list of terrorists alleged to have been supported by the KGB is staggering, including notorious figures like "Carlos the Jackal," Yassir Arafat, and Saddam Hussein.
He claimed, based on his own experience from the KGB, that outside of Russian secret services, no such thing as intentional Islamic terrorism organizations even exists. He basically claimed that the KGB and its successor, the FSB, is the epicenter of world Islamic terror.
