The essence of this deal, laid out recently, is that President Donald Trump aims to secure access for the United States to Ukraine’s rare earth minerals in exchange for sustained military and economic aid. That same day, Trump officially appointed retired General Keith Kellogg as a special envoy for Ukraine and Russia, with multiple sources reporting Kellogg is expected to arrive in Kyiv shortly after February 11th.
